| AFCD Investigation: Complaint regarding practises of the Animal Welfare Operations Department |

| I am writing to express concerns about the AFCD’s Animal Welfare Operations and its Capture, Sterilize, Relocate (CSR) program on South Lantau. The community believes this program serves the interests of a small group of landowners, not the broader public or the environment. A major concern is the lack of transparency regarding their policies, actions, and the long-term ecological impact. Specifically, their handling of the bovine population has led to the eventual eradication of the cattle herd, and the buffalo are now on the brink of extinction. This, in turn, will causing significant ecological damage. Despite this, the AFCD continues to dismiss the cultural and conservation value of these animals, treating buffalo as pests without providing data or analysis to justify their actions or expenditure. Moreover, no ecological assessment has been conducted to evaluate the broader impact of their actions on the local ecosystem. The community has been excluded from meaningful consultation on this issue, and public funds are being used without regard for the public interest. I urge you to review several online resources including www.SaveOurBuffs.com providing many examples supporting these claims. As this matter is of great concern to many residents, I request that each complaint be considered individually, as the issues raised warrant specific attention.
